Dear partners,

Having regard to the auctions under the Gas Release Programme (GRP) for contracts with a delivery period in 2021 in line with the requirements of article 176а of the Energy Act, the Agreement for implementation of a Natural Gas Release Programme approved by EWRC and the 2021 Auctions Calendar, coordinated with the public supplier, including the minimum and maximum eligible quantities for bid orders thereto, we would like to herewith inform the interested parties on the following:

Balkan Gas Hub EAD, as a Party to the Agreement for implementation of the Gas Release Programme and operator and administrator of the software for its implementation, launches the registration of potential participants in the 2021 Programme.

New customers must fill in and send electronically and in original the Registration Form (one copy), which is available here, as well as two copies of the Membership Agreement, which is available here, including with filled in exit points in line with Annex 2 to the Agreement, in connection with the fact that the first two auctions are designed to ensure the security of supply to the country and the transport of the purchased quantities shall be to exit points in the country.

Customers who have already registered for the 2020 GRP must sign Annex 1 to the Agreement for participation on the market segment for implementation of a natural gas release programme, which is available  here, including with filled in exit points in line with Annex 2 to the Agreement, in connection with the fact that the first two auctions are designed to ensure the security of supply to the country and the transport of the purchased quantities shall be to exit points in the country.

Having regard to the participation in the auctions, the first of which will take place on 30 November 2020, we would like to ask the scanned copy of the above documents and the annexes thereto to be sent to the following e-mail address admin@balkangashub.bg with a copy to ivaylo.moynov@balkangashub.bg by 5:00 pm (Sofia time) on 24 November 2020 (Tuesday).

They must be sent to the registry office of Balkan Gas Hub EAD in a sealed envelope bearing the wording „Documents on the participation in the 2021 GRP“ no later than 26 November 2020 (Thursday) or at the earliest convenience provided the ongoing emergency situation on the territory of the Republic of Bulgaria to limit the spread of COVID-19 to:

In addition, an express notary certified power of attorney is required in case the documents shall be signed by a person that is not entered in the Trade Register as a person entitled to represent the company and sign any legally binding documents on behalf of the company.

The documents shall be submitted in original in the language in which they were issued, accompanied by a translation into Bulgarian or English language. The translation shall be certified by Apostille under the 1961 Hague Convention and endorsed by a sworn (registered) translator.

The registration for participation by the potential buyers of the quantities released under the Programme does not bind them to make binding tenders in the auctions, does not bind them to register on the other segments of Balkan Gas Hub EAD trading platform and does not require any other fees except the transaction fee under the 2021 GRP as approved by EWRC.
